The NFL game has changed so much over the years. Most of the rule changes have been made to benefit offenses. Meanwhile, the quarterback position is the most important in football and arguably in all sports. However, having weapons and a creative play caller is also critical.

Whether you’re a hardcore NFL fan or an avid fantasy football fan, keeping track of the best offenses in the NFL is a must. Let’s look at how all 32 offenses rank as we head into the 2023 NFL season.

1) Cincinnati Bengals

The Bengals have the top trio of wide receivers in the NFL. Ja’Marr Chase is a superstar, Tee Higgins would be the No. 1 wide receiver on 20 other teams, and Tyler Boyd is one of the more underrated players in the league. With Joe Burrow under center, Cincinnati has the most explosive offense in the NFL.

2) Kansas City Chiefs

Despite losing Tyreek Hill last offseason, the Chiefs were the top offense in the NFL in 2022. Patrick Mahomes led the league in passing yards (5,250) and touchdowns (41). Meanwhile, Travis Kelce made every other tight end look like a college kid. Kansas City will always be a top-scoring offense when those two are healthy.

3) Los Angeles Chargers

Last year the team dealt with numerous injuries. However, this offense is elite on paper. The trio of Keenan Allen, Mike Williams, and rookie Quentin Johnston is one of the top units in the NFL. Meanwhile, Josh Palmer is an excellent No. 4 wide receiver. More importantly, Austin Ekeler is arguably the top running back in the league, not named Christian McCaffrey.

4) Philadelphia Eagles

Philadelphia took their offense to another level last year after adding A.J. Brown. The addition of the star wide receiver took Jalen Hurts’ passing game to another level. Furthermore, the Eagles have an outstanding No. 2 wide receiver and a top-10 tight end on the roster.

5) San Francisco 49ers

The 49ers added Christian McCaffrey last season. Their offense took off after adding the superstar running back. Deebo Samuel is one of the most explosive and versatile players in the NFL. Meanwhile, George Kittle and Brandon Aiyuk don’t get enough credit as star players. The only question mark about the San Francisco offense is who will play quarterback.

6) Buffalo Bills

Josh Allen and Stefon Diggs are two of the top players at their positions. However, don’t discount the rest of the offense. Gabe Davis has the potential to become a star wide receiver. Meanwhile, rookie Dalton Kincaid and veteran Dawson Knox might be the top 1-2 punch at tight end in the NFL.

7) Jacksonville Jaguars

Last year the Jaguars were a productive offense after hiring Doug Pederson as their head coach. Trevor Lawrence had 25 passing touchdowns and only eight interceptions after struggling as a rookie. Now the offense adds Calvin Ridley and Tank Bigsby, making this unit even more dangerous.

8) Dallas Cowboys

The Cowboys lost Ezekiel Elliott this offseason. However, Tony Pollard is coming off a career year and should be even better in 2023. Meanwhile, the addition of Brandin Cooks is vastly underrated. The veteran will keep defenses from double-teaming CeeDee Lamb. Furthermore, he pushed Michael Gallup to his more natural role as the No. 3 wide receiver.

9) Minnesota Vikings

While Kirk Cousins is far from an elite quarterback, the Vikings have an explosive offense. Justin Jefferson is arguably the top wide receiver in the NFL. Meanwhile, T.J. Hockenson and rookie Jordan Addison are star-caliber players. After spending the first four years of his career backing up Dalvin Cook, Alexander Mattison will take over as the starter in 2023.

10) Baltimore Ravens

Baltimore’s offense is undergoing several changes this year. After being a run-heavy offense, the Ravens added multiple wide receivers this offseason, including Odell Beckham Jr. More importantly, new offensive coordinator Todd Monken will turn this offense into a more pass-happy unit.

11) Miami Dolphins

Last year the Dolphins saw their offense take off in Mike McDaniel’s first year in Miami. The addition of Tyreek Hill did wonders for Tua Tagovailoa. The former Alabama star had 25 passing touchdowns last season, a career-high. Furthermore, Tagovailoa’s 6.3% touchdown rate led the NFL.

12) New York Jets

The Jets were a disaster on offense last year. However, the addition of Aaron Rodgers will make New York one of the top offenses in 2023. The future Hall of Famer has already built a strong connection with Garrett Wilson. If the running game is elite this season, the Jets should have a top-five scoring offense.

13) Seattle Seahawks

Many expected the offense to struggle after the Seahawks traded away Russell Wilson last offseason. However, Seattle had the ninth-highest-scoring offense in 2022, averaging 23.9 points per game. Geno Smith had a career year, throwing 30 touchdowns. Instead of replacing the veteran during the NFL Draft, the Seahawks added Jaxon Smith-Njigba and Zach Charbonnet.

14) Denver Broncos

Denver was supposed to become Super Bowl contenders after trading for Russell Wilson. Instead, the offense was the worst scoring unit in the NFL, averaging only 16.9 points per game. However, things are looking up with Sean Payton on the sidelines after Nathaniel Hackett was awful last season.

15) Chicago Bears

Justin Fields was one of the most exciting players to watch last year. The star quarterback can take any run to the house. However, the Bears added DJ Moore this offseason to pair with Darnell Mooney and Chase Claypool. Don’t be surprised if Chicago has a top-10 scoring offense in 2023.

16) Washington Commanders

Unfortunately, Washington has struggled at the quarterback position for the past several years. However, Sam Howell has some fans in the front office and around the NFL. More importantly, the Commanders have speed for days. Terry McLaurin and Jahan Dotson are one of the most underrated 1-2 combos at wide receivers. Meanwhile, Curtis Samuel and Antonio Gibson will give Eric Bieniemy options when calling players this year.

17) Detroit Lions

The Lions averaged 26.6 points per game in 2022, the fifth-highest average in the NFL. Jared Goff had a solid year. Meanwhile, Amon-Ra St. Brown is a superstar wide receiver. Detroit has invested multiple high-priced draft picks on offense over the past two years, adding Jameson Williams, Jahmyr Gibbs, and Sam LaPorta.

18) Cleveland Browns

Last year the Browns averaged 21.2 points per game. However, the offense should be better this year, with Deshaun Watson starting all 17 games. Furthermore, Cleveland added multiple wide receivers, including Elijah Moore. The former Ole Miss star has had an impressive offseason and could have a third-year breakout.

19) Tennessee Titans

After struggling on offense last year, the Titans recently added DeAndre Hopkins. The veteran wide receiver isn’t the superstar he was a few years ago. However, he is still a No. 1 caliber wide receiver. Hopkins joins Treylon Burks, Chigoziem Okonkwo, and Derrick Henry in Tennessee. While this unit isn’t flashy on paper, they have significant upside.

20) New Orleans Saints

New Orleans has struggled at the quarterback position since Drew Brees retired. While Derek Carr isn’t an elite quarterback, the veteran is an upgrade over Andy Dalton and Jameis Winston. Meanwhile, the Saints have one of the top young wide receivers in the NFL – Chris Olave. Furthermore, Juwan Johnson is a star in the making at tight end.

21) Pittsburgh Steelers

While Kenny Pickett had a rocky rookie season, the former first-round pick should play better in 2023. The Steelers’ offense struggled last year, but they have several young players with upside. Diontae Johnson has been one of the top-targeted players over the past two seasons. Meanwhile, George Pickens, Najee Harris, and Pat Freiermuth all have the potential to become stars.

22) Atlanta Falcons

The quarterback position is the top question mark in Atlanta. If Desmond Ridder turns out to be the franchise guy, the Falcons are in excellent shape. Drake London, Kyle Pitts, and Bijan Robinson were all top-10 picks. More importantly, all three have significant upside if Atlanta figures out the quarterback position.

23) Los Angeles Rams

Two years ago, the Rams had an explosive offense. Unfortunately, much has changed since the team won the Super Bowl. However, Matthew Stafford is still a productive quarterback when he is healthy. More importantly, Cooper Kupp is arguably the top wide receiver in the NFL. If Cam Akers can play like he did to end last season, the Rams will have a strong offense in 2023.

24) Indianapolis Colts

Indianapolis is rebuilding its offense. They’ve invested multiple Day 2 draft picks on wide receivers over the past few years. Michael Pittman Jr. had a solid 2022 season despite poor quarterback production. Meanwhile, the Colts have high expectations for Alec Pierce and Josh Downs this year. If Anthony Richardson can hit the ground running, Indianapolis will have an entertaining offense this season.

25) Las Vegas Raiders

Many believe the Raiders downgraded at quarterback this offseason, going from Derek Carr to Jimmy Garoppolo. However, they still have last year’s rushing leader – Josh Jacobs. Furthermore, Las Vegas improved their wide receiver in the offseason, adding Jakobi Meyers. If Davante Adams sticks around all year, the Raiders will have a solid offense.

26) New York Giants

Last year the Giants had an awful receiving core. Saquon Barkley led the team in receptions and targets. Meanwhile, Richie James finished second on the team in receptions yards. While New York traded for Darren Waller this offseason, can the veteran tight end stay healthy?

27) Green Bay Packers

The Packers underwent massive changes over the past two offseasons. They traded away Davante Adams in 2022. Then, Green Bay sent Aaron Rodgers to the Jets in April. While the team turns the page to the Jordan Love era, the Packers have supplied him with multiple talented weapons, including Christian Watson and Romeo Doubs.

28) Arizona Cardinals

Unfortunately, Kyler Murray and Zach Ertz will likely miss part of the 2023 season as they recover from knee injuries. However, the Cardinals have two talented players on offense – Marquise Brown and James Conner. The veteran wide receiver was productive last year without DeAndre Hopkins. Meanwhile, Conner was one of the more underrated running backs in the NFL last season.

29) Tampa Bay Buccaneers

Tom Brady is gone. Either Baker Mayfield or Kyle Trask will take over at quarterback. While that is a significant downgrade, the Buccaneers still have two talented wide receivers – Mike Evans and Chris Godwin. If Rachaad White can produce as the featured back, Tampa Bay might surprise some people in 2023.

30) New England Patriots

New England lost Jakobi Meyers in free agency. However, they did sign JuJu Smith-Schuster. Most would argue that’s a slight upgrade. The Patriots also added Mike Gesicki. However, the most important change was hiring Bill O’Brien as the new offensive coordinator.

31) Carolina Panthers

The Panthers had to trade DJ Moore to the Bears in the deal to acquire the No. 1 overall pick in the NFL Draft. However, Carolina now has its franchise quarterback. Meanwhile, Miles Sanders is coming off a career year. More importantly, the Panthers have two young wide receivers with upside on the roster – Jonathan Mingo and Terrace Marshall Jr.

32) Houston Texans

Last on the list is the Texans. The team has their franchise quarterback after drafting C.J. Stroud. While Dameon Pierce had a solid rookie year, he isn’t a superstar running back. Meanwhile, the team’s wide receiver core consists of young players with limited success and veterans well past their prime.
